Im new in speedruns and wanna start from GBA using emulator. And the game is Pokémon FireRed - Ive played it really a lot before)
- Which emu will be the best for it?
- Does it matter which ROM do I use?
- Do I have any chances vs other speedrunners?)

All questions need to be directed to the community for the game in question. They will be able to answer any questions related to what's allowed for running the game (you can also check the rules for the game, those usually specify the rules regarding emulation too). As an aside, asking for emulator or ROM downloads on this site is not allowed so don't do that.
You should ask this question in the Pokemon FireRed forums, so that other runners can see it and help you. It's most likely that nobody here will be able to answer you. Also, please read the rules before asking questions.

The accepted emulator for the GBA games is currently mGBA Version 0.8.4 (only via the standalone client). As per leaderboard rules, runs must be done with FPS set to Native and with a GBA BIOS file loaded. For runners looking to run with a dry battery, set the following settings: Tools > Game Overrides > Game Boy Advanced Untick "Autodetect", and leave "Realtime clock" unticked. All other emulators are banned. If using emulator, using save states and speedup for any reason (including reaching the New Game screen faster) is not allowed. If using emulator, the entire emulator, including the window border, must be captured and visible.

if you practice a lot, but starting out you will not be getting top times, but that's okay! Keep running the ganme if you're having fun and after enough time you'll be competitive with the top players. Speedrunning isn't about having natural skill, it takes time to learn any game.

Rickroll (Spam) runs is my guess.
Edit: He has no runs, It's prob an alt account from a banned user in the past.
Also, rickrolls are usually temporary bans
