I looked at level 3-B, and Pidgey clearly collects 3 Star Coins (at 1:15:40, 1:15:55, and 1:16:01). That said, if you ever have future questions regarding the validity of a run, you should direct it to the leaderboard in question, not the general forums.

Though I'd generally assume that a world record run in a well-known game wouldn't have the sort of basic failure to complete the category you thought you saw here.
