Runs generally require video proof at the time they are submitted and verified (although some games don't have this requirement), but afterwards... it's not that simple. People move on, accounts get deleted, video gets lost. Ideally videos could be stored permanently, but that's unrealistic. In most cases the run will not be outright removed from the leaderboard after video proof is lost, because maintaining the history is often more important. In a case like this though, there's a stronger argument for removing those runs, especially since both runners are active users and one of the videos could theoretically be re-listed.
Anyway, you'll have to take this up with the moderators for that game. For future reference, any discussion around a specific game should be discussed in the forum for that game, rather than the general speedrunning forum.
