I'm considering finally getting into running this game and I have a major question.
Are load times counted into the run (notably running on console) or are they subtracted from the submitted total?

They're counted as of right now. There aren't any sort of load removal tools or autosplitters for T0, and given how criminally underloved this game is, probably won't ever be any.
