daemon tools lite. Get that and mount the ISO. How I got it to work for Win10.

I had the same issue on Windows 10 and managed to fix it using the installer. I would recommend using the below video. This same video will also link you to another tutorial however this is using the data files method you mentioned above so not sure if that is worth trying again.

be sure to open the game in administrator if it doesn't work normally

Unfortunately on Windows 10 people have issues getting it to work at all. You can always try the 1.1 patch but that is very last resort.
