I recently got a PB on 0-10, but it was on a version of the Dr. Mario ROM on which you can choose a seed beforehand. This seed was randomly determined before it was played, but I can't definitively prove that since it's ultimately in my head. Should I submit the run, or not?

Only roms of the original game are allowed. If there is any visual difference, then no.
