Rule Changes:

Added rules:

• The "Show FPS Counter" toggle in Video Settings must be enabled.
• Katie Save Tool is allowed to be used outside of runs for the purposes of: resetting, practicing, and changing your hardware/session/save seed. It is not allowed to be used during a run.

Removed rule:

• Runs must show save file selection screen before the run

Category Changes:

• Added Subcategories 'Restricted' and 'Unrestricted'
