Can I speedrun on coolmath games? if not what websites can i run it on?

If you recording, for example, HTML5 or Unity Duck Life 4 Version, then record run in category "in Browser". For Flash version, record run in category "No Major Glitches".

What Misha said, if you are running on Cool Math Games or the Wix Games site, you'll be running In Browser, if you're running one of the downloadable flash versions, you're doing a No Major Glitches run
