Season of Plunder banned artifact mods

For this season we are taking a different approach with artifact mods. We are banning the following 3 artifact mods from being used in all activities (excluding grandmaster nightfalls and lost sectors):
- Anti Barrier Sniper
- Thunderous Retort
- Sundering Glare
This means every other mod in the artifact this season can be used in any activity

After having internal discussion and receiving community input, the mod team is excited to announce a much-needed update to our moderation and run verification policies.
The community rules have been updated with clearer language, wider coverage, and an introduction covering gene
