United Kingdomyeah it would count as a penalty, even though technically you could do it because of having a free space available. i did consider allowing it but to keep things as close to the vibe of proper Nerts (especially Nerts! Online), as well as make moderation a bit easier, it seemed best to disallow it and make it so people need to place cards first then move piles on to them. but yeah i imagine you could destroy this PB anyway!
so i already brought up this "3 cards being visible" thing to Whale a couple days ago, as i noticed when watching HRoll's previous IRL run, she had her 3 cards in her waste pile visible a lot of the time, and an example i included was a point where 2 aces were visible behind a card, giving a big advantage.
from this, i decided to do research and see how this is handled in tutorials and demonstrations. the cards being visible wasn't really addressed but i found a whole collection of examples of people having their 3 drawn cards be visible on their waste pile, not even intentionally but they weren't even playing fast. even a million+ view video on how to play solitaire has the 3 cards intentionally visible, but you can still only play the top card before the next card.
even checking a nerts IRL rule book it doesn't make any mention of making sure you can't see the 2 cards underneath. so i was ready to just allow it to be part of the IRL category since there isn't much to stop it since when playing fast, you will constantly accidentally knock the waste pile or place the cards not perfectly. it would be hard to make the waste pile perfect and would require playing slower.
but yeah because of the IRL category being a bit of a moderation mess, and something that's really intended for fun (i love it and want to run more of it), i can see it being a hidden category on the board, like how Pringles and Mouthwashing have their IRL speedrun categories in hidden.
taking in what's been said about 100 Points, i feel like a potential compromise would be to have 100 Points, but have it have 2 sub-categories: "All 100" and "Fastest 100". but not sure.
cause yeah, if you could co-ordinate super well, us more average nerts runners could maybe beat a solo HRoll 2 player run, but it does seem VERY difficult to co-ordinate in such a way that you are always helping the 100 Point runner in a Fastest 100 run and not accidentally screwing up their ability to get rid of cards, needing to waste time making a whole new stack to get rid of something (and hoping that the support runner is even in a position to find the cards to make the new stack). it seems all the work is on one person for a good run, which makes it feel like a solo HRoll-level runner can dominate all the group categories, but maybe a co-op run could prove otherwise (until then Fastest 100 doesn't seem particularly valuable)
while i got the sentiment of the 100 Points category, I wasn't so keen on it and it doesn't interest me much compared to normal categories (and IRL), but here's my thoughts and we could still potentially do this sub-categories idea. don't want to give too much for mods to moderate but we do have a nice team and patient runners it seems.
(so yeah to answer the previous question, either we would just delete the 100 point 2 player runs (4 runs), making the board into just "All 100" rules, or they'd be moved to a "Fastest 100" sub-category board)
Tried this run. Grinded both 100% and Fastest Nerts and these were my PBs. This was super fun to run, I'm definitely down for making this a category!
(Also, I actually got a 3:46 100% before this but dropped cards a couple times and had a terrible setup that you could barely see the cards, so I considered that run invalid)

if i had a nickel for every time Mannequin_Z has beaten a decathlon world record of mine by 1 second, i'd have 2 nickels, which isn't much but it's weird it happened twice. nice run! also, stealing this music!
