Have noticed #1 and #2 on Any% have a different map to #3 in some places, namely Sandy Bay immediately in Taxi level, the town is more derelict on WR due to less buildings, making it easier to do the game etc.

Is this a setting in game or a differing disc?

This is due to the detail setting. If you turn it down, fewer houses, trees, etc. are displayed. This reduces the loading times.^^

That's not the only difference, it also changes the number of racers in non-1v1 races (it's anywhere from 4 to 8 depending on the detail level). Lower is better for runs in this case because you're less likely to catch up to, lap, and have to interact with the powerups of last place if there are fewer racers vying for last place.
