I'm completely new to speedrunning, so apologies if I missed something here that answered my question, but are high refresh rate monitors allowed for the PC version?

Refresh rate isn't as important as limiting the actual game FPS to 60 which can be done with a framelimiter or through Nvidia control panel if you've got a card from them. You can set both to 60 if you want to feel safe though :)
