so i was wondering how these people manage to skip (or make it really short) the cutscene at the end of the mission "ryder", they get their phones out and it skips most of the dialogue.

examples:

They have an om0 phone call and they answer it during this cutscene

how is this done?

The easiest way is downloading the OM Changer which can be found on the resources page ( https://www.speedrun.com/gtasa/resources ) get a call before the mission, hold the button which you use to answer calls and use the button to activate OM Changer. Hold the call to start the mission with OM0. During the mission do the same thing, hold the call and release as seen in these videos.

alright imma give it a shot, and you are allowed to use it in submitted speedruns right? also windows is giving me some message about it being a danger to my pc is that supposed to happen?

the OM Changer is only allowed in setups for ILs
