Why is partial backup no longer available? I can't download Fallout 4 on the full backup because i always get a network error and one drive sucks

I am not sure why the partial backup is gone, but I do know that if you go into the fallout 4 folder in the one drive and manually select each folder and file, then it will download as a complete one drive zip.
