Do we have to make PM or FR at the all regulations?
Not stated in the rules, so you're fine as long as you pass. Higher scores look cooler though!

Quick additional question here, does it explicitly have to be FTR played?, or is PST/PRS also acceptable, especially for the packs with like FTR10/10+/11 songs
