Rapid Input subcategories was added

A new subcategory was added for runs that use hardware that sends input rapidly (scrollwheels, touchpads, etc.).
These provide glitches like Chaos Control and Double-Bind Speed Glitch (both invented by @xBLudIXx) and provide an unfair advantage to those who don't have such hardware or don't want to rebind their scrollwheel.
Merged Unrestricted + External Settings
The Unrestricted + External Settings subcategory has been merged with Unrestricted.
A new External Settings? annotation has been added to keep the filter but merge leaderboards.
This also means external settings can now be used in Glitchless runs.
