It has recently come to my attention we have a no editing rule. I was wondering if we should allow special effects as long as it doesn't cut out parts of the run or blocks out the run?

maybe but some people might be just a little too good at making really small cuts to make their time be faster. But I suck at editing. so, it is your choice though.
