Thoughts on Save States in run submissions?

This is only a feature specific to Supermodel emulator AFAIK. Just started using it today during my non-recording playthroughs to practice getting specific turns right repeatedly until success (in prep for trying to get the WR in Expert - Manual catagory).

While I'm sure save states for this instance is fine, what about for submitted runs?

Say, to save the runner time, he does the following:

  • Records booting the game properly
  • Shows the track & car chosen
  • After the splash screen & before the race starts a Save state is made with F5 key
  • Every time a mistake is made the previous Save State is loaded with F7 key and the race begins back at the starting line

Right off the bat someone can definitely cheat on this and rig the entire run to his favor (maybe behind-the-scenes the player does some text editing to change the save state while streaming or recording). But say these guidelines are adhered to and the run is proven to be legitimate, is using save states allowed in run submissions?

I feel like save states don’t belong in submitted runs. They take away from the legitimacy, and honestly skipping the menu only saves a few seconds that shouldn’t feel like a burden. So they are not allowed.
