New rules

The rules have been updated once again. Here are the changes:

Framerate requirement is now 20 fps

Audio rule has been removed
-
Verification of skill length requirement is now 30 minutes.
Any runs that were rejected from the old rules will be reverified.
Updated Rules
Due to overwhelming support for a rule update concerning the definition of skips, the rules and official wiki have been changed. The only major change is that start skip has been renamed to start maneuver and is now allowed in level 1 skipless% speedruns.
