you can start of by just pointing your phone's camera at your tv to record and depending on the game the timer isnt necessary later on you can buy a capture card for better quality

bizhawk can emulate multiple consoles as long as you have the console "cores" and i think the most common ones come with the download

you record a video so you have proof of what you have done but yes like said above recording and uploading a recording are separate processes
that is not allowed generally in speedruns
edit: its not really a real time attack if you take a break of any real lenght

when i see the % sign i think of a value in some form like any% is just beat the game the % you get at the end doesnt matter, but then the softlock% doesnt make sense to me as in how much is softlock% out of 100%(or what ever the game has as its max completion %)?:P
but yes it might work for some meme categories
