assuming you mean latest patch, yes, that's it.
1.4 is only a minor update that changes things with the modkit, though, so the last actual full game patch would be 1.3 (the one before 1.4).
This is probably a stupid question, but does that mean 1.3 is allowed not that there's a point in downgrading to it?
