So after a quick and dirty timing of this I think its about 1:48 of loads which gives an IGT of 23:07. If someone can confirm we can put it on leaderboard. Also please tell me how to add a time for someone else.

I don't think you can submit for someone else. Our best bet would be to contact the runner and tell him to submit the run himself.
