I was wondering why this isn't alowwed and what type of attaks can i use?

Like only R1 and R2?

Specifically this attack, but also the game adding another beam to the offhand weapon that isn't a SH is also arguably a bug. Even if people want to argue it isn't we made pretty much every ruleset decision with heavy community input and feedback years ago at this point and there's no real reason to change them.

Try using a shield: hold block and spam the light R1 attack quickly. It's very fast and can buildup stagger quickly both phases. Even just the starting samurai wooden shield.
