By whatever reasons, Blizzard decided to delete an option to skip dialogue voicelines during gameplay. It leads to a slower Prologue 1 completion, slower getting rifles at Human 2 etc. Fortunately, you can switch your language to faster one at game settings in Battle Net.

As far by this we still don't know which language can be called the best for speedrunning WC3. But if you are playing prologue then it is recommended to set your language to french, because it is faster on first chapter than russian and english by 5 seconds. On the 2nd chapter it is slower a bit, maybe by 0.5 seconds. On other chapters i doesn't matter at all.
