Updated Bridging Rules

As of right now 24/05/2023, you arent required to have the scoreboard enabled to have a bridging run verified. This may be a permanent change, if it turns sour then it will be reinstated.
Lobby Parkour Update
- Added the BWP Lobby Any% category for runs that use the tower skip
- Moved applicable runs from the old category into the new category
