I improved upon the previous record by encouraging clergymen to get Romanticism faster, utilized by navy to blockade Mexico (on both coasts!), and maybe I just generally fought the wars more efficiently.

This could still be a bit faster, if you manage to annex Texas before you finish Romanticism, and then make sure to have enough warscore on Mexico so that they want to peace out as soon as you've added all the war goals.
