All the ice cream they collect in the hub does is bring them back to the hub when they get the game over, instead of the tutorial. They collect it because it saves needing to redo the tutorial, so not collecting it wouldn't be much different (only around 5-10 seconds)

If we're basing it off the in game timer, you dont take time when you're editing the level, so you only spend about 10 seconds which could easily be made up by all the skips you have. If we're basing it off of the actual time then it probably would only be faster with VERY good execution.

Maze would be much faster, purple tower in turtle tops would be faster (you can just jump to the top), bonus level ice creams are obtainable without the game pass, mirror would be faster, candy aquarium in general would be faster.

The most likely thing is that the sun ice cream isn’t actually something physical that you can collect, but something triggers in the code when you defeat the sun boss and it gives you the ice cream.
