an alternative you can do that's free is streaming directly to Twitch from your Xbox and enabling saving of vods in Twitch settings, so you can highlight runs you want to submit - I personally think this is the best way to submit from console, but otherwise the above is an option too (the main thing to keep in mind is the timer needs to be clear), or you can get the cheapest capture cards for around $50
Unfortunately there's no fix for the memory exception crash - however, since it only occurs during the chapter complete screen, you can bypass it by returning to map instead of skipping checkpoint. If you're experiencing this, I highly recommend returning to map at the end of 1a (very common there for people who experience the crash) and the end of 6a (relatively common and very late in the run) - I've personally only seen the crash in another place once, you may want to add additional rtms if you find another spot that seems to be a common crash for you.
The Chapter Complete crashes sound like the memory exception error. This isn't new to 1.4.0.0 and tends to happen frequently if you play on a low-end laptop (and also consoles), most often after City or Reflection. You can bypass the Chapter Complete screen by returning to map instead of skipping cutscene and it'll avoid this particular crash - I do it for those two chapters.

-Switch is completely viable - the only differences between PC and consoles currently are access to advanced rebinds (which will actually change very soon, consoles will be able to do that in-game) and easier practicing by way of the debug map and the speedrun mod
-All runs do require video proof - general any capture card that's compatible with Switch will work, if you search 'capture card for Switch' on any retailer you should be good to go as far as options. Most of them are in the $100-200 USD range (85-170 euro), but there's at least one lower-cost option that only outputs 30 fps, which is completely fine for this game

If you want to use PS4 Remote Play, I recommend this guide: https://www.drivereasy.com/knowledge/easy-to-stream-from-ps4-without-delay/ - basically, you can use two accounts, so the controller is paired to the PS4 and not the PC, which means you can play without needing your controller wired to the PC, and it should also reduce your input lag. I've used this a couple times with no issues once I got a hang of the setup
Also, if you're interested in an alternative way of recording runs, you can stream your runs directly to Twitch from the PS4, and in Twitch settings, make sure you enable saving VODs - for me, this was a higher quality output than anything involving Remote Play
