Other's have said it but I'd like to chime in too-- I've recorded all my runs. It's very fun to see how far you've come and to look at how your past achievements which once seemed impossible for you have become trivial times to beat. I remember thinking that I would never be able to beat 16-star within in under 22 minutes, and now my average is under that.

Yes, it's allowed. The rules say

"Remapping controls is allowed, but each button must only be one input (no macros) and no analog to digital conversion (ex. mapping full left on joystick to a button)"

So long as you're not mapping an analog direction to a button, you're good.

Are runs allowed with emulators? I know that some older games for NES/SNES/GB allow them but, but there's no listed "Game Rules" for this game at all so... yeah.

According the rules, you must collect all "9" hats, but given that with the The Sunset Station update there's now an additional 15 hats, should the category not be renamed to something like "9" hat with all the runs as present moved over there, and a new "all hats" category created to include the additional 15?

Since I know nothing of 3D All-Stars I figured I might as well ask: Is this true for SM64 3DAS as well? Where the differences between PAL (50hz / 60hz, 25fps / 30fps) is irrelevant, and it would just be text differences?

Many people don't bother to change the titles of their videos from being "WR" after they've been beaten. No one in the SM64 community is going to think that somehow Batora doesn't have it just because an old cheese video says "WR" in it. Cheese has even gone so far as to cover the new world record in a video on his channel called "So I lost world record".

Kinda a non-issue imo. Liam's old WR still just says "WR" in it and I don't think anyone's upset about that.

That would be entirely up to you. There is at present a top level run in Any% where the runner just has a camera pointed at their TV, and many games allow such runs as sufficient video evidence. Someone else here might be able to elaborate more on why you may or may not want to get a capture card. I'd personally though recommend against buying one until you're confident that it's something you're really going to get a lot of use out of.

They run the cables through a splitter, with one end going into their TV, and the other going into a capture card of their choice which lets them record gameplay. What cables they're using, what capture cards, etc, all vary from runner to runner. The GV-USB2 is a common one for runners who use either composite cables or S-video consoles like the NES/SNES etc. In the case of Kosmic however, I believe he has a Hi-Def mod for the NES so he gets an even cleaner video than you would otherwise get from an unmodified system.

You can't collect a toad star as your 15th star to spawn mips. If you got your 15th star in a level he'll be there. So either re-enter a level and die quickly, or leave the basement and go back down and he'll be there.

Sorry friend, but save states aren't a thing for the EverDrive 64. I don't know much about the technical details, but this appears to be a hardware limitation to how the Nintendo 64 works compared to other systems that Save States do work for.
