I could mod this game for you guys if you like :) I already mod a few other Namco racing titles.
Now reads:
You must start the run without wins in any of the races, you may load a game that has beaten the mini-game.
I would like to modify the leaderboards, But am not sure how to do so without losing the existing runs.
Instead of having a category for each car for each difficulty - I'd like to just have 2 categories per difficulty, Normal Cars and 'Super/Secret Cars'
The leaderboard recently got swamped with 100+ speedrun submissions.

You can now submit runs for Time Trial unlockable Special/Super Cars in this category
I've updated rules for full/partial game runs to not allow Special/Super Cars.
I also just added a Single Race category for Special Cars -- You can now submit runs for any individual race/difficult in that category.

I 3rd this notion. There isn't a lot of IL runs either so it wouldn't take much to review the old runs from seven years ago.

I've seen a few good suggestions here. As a webmaster myself, I'd suggest keeping it within speedrun.com, If you put this project on a subdomain it can easily be transferred to a new domain should you obtain one and it leaves the current speedrun.com as it is. Plus you can do all the dev on the subdomain and get all the bugs sorted out before migrating to a dedicated domain.
I inherited the leaderboards in this state. I do agree that the current format is less than ideal.

There is the benefit that you get more accurate leaderboards with the current setup. As the entire leaderboard you specify is almost entirely dominated by a single car, Thus having a leader board for that specific car makes sense. As it gives everyone a chance to get a WR run with every car, instead of just the fastest secret car in the game.
My counter example would be RRT4 leader boards. The IL boards on that game have been dominated by a single run with a single car for several years, It is not possible to beat it, It's the fastest special car in the game and the runs are pretty much perfect. There is no point in even attempting it with any other car. And as such, no one has.
For that reason, I'm more inclined to keep the current setup.
Winning the RNG draw and having half/all the items spawn right beside you does seem like it's not really testing your skill...and more your luck. Every run I've ever done has been without using a village. So I'd like to see this :)

Win every race of the normal cup.
Timing starts on starting the first race (you can choose which one you play first) and ends when finishing the final lap of the final race.
You must start a new game without wins in any of the races, you are not allowed to load a game.
You can now load a game in 'Extra Cup' category. You still have to have no wins in the Extra Cup races.
