I don't particularly mind that ties are more likely to occur when using full in-game seconds. One could still count frames for personal satisfaction and competition, the only difference would be the exact time displayed on the leaderboards.
It may also be awkward to rely on 3rd party PC software when the Switch version is just around the corner.
It would be good to have videos of all runs eventually so that we all can learn from each other and properly record history and all that stuff.
If there are no objections, we could allow screenshots for past runs for some time, while we make the transition to mandatory video proof over time.
We might have to make exceptions for extremely fast times that others aren't anywhere close to. Maybe videos demonstrating or text comments explaining how the times are possible will suffice.
A leaderboard has been set up for individual levels! Currently, there are three categories: (1) Normal Mode, (2) 9 Heads and (3) Puzzle Pieces.
For the sake of convenience, I think you should be allowed to submit a Normal Mode run as a 9 Heads run, but not the other way around. For example, having more heads on 1-1 does not make much of a difference.

Personally I have been refraining from using this trick in my own runs to keep things casual, but I agree it would further distinguish the categories.
As long as the moderator can visually confirm the crystal has been grabbed, it's all good.
Yeah I'll just add more variables, so long as the leaderboards don't get too bloated.
As for the cutscene skipping, I meant more that NG+ seemed a little redundant in light of the skip, since my idea was for NG+ to be a much shorter run than the cutscene-heavy NG, but the gap between categories turned out much shorter.

Yes, it's possible to add separate categories for the different patches. I wonder if we should keep parallel rankings, or if we should stick to the newer version and put the rest in a Misc leaderboard. It's a little tricky if the only tangible difference is in one level out of fifty.
The categories still need some cleaning up, since Alt-F4 skipping cutscenes was never considered and seems to be about as quick as New Game+ anyway. I'll need to do some comparisons.
The game could be receiving more content updates though I don't know when. The leaderboard could be totally overhauled then, but for now I'll think about the version split.

I'm sorry, I will try to make the rules more clear. This is the idea I had for the categories:
Novice Mark: Only the (わかばマーク) novice mark.
Random items: Choose any other item, including the "X" (もちもの:なし) on the left side. The player will still get random items if they choose "X" (なし).
No items: The "🛇" (きんしマーク) prohibiton sign.

The Touhou fangame series is always in need of adding new (and old) games, and many existing games need a new moderator. I've reached out in the past for some individual games, but, since I specialize in these fangames specifically, is it possible to become a series moderator?

This should have been brought up when the PS4 version released, but with the recent release of the Steam version, and potentially a new surge of interest in the speedrun, now seems like a good time to separate the leaderboards for the original PC version and the PS4/Steam version, the latter two being pretty much identical.
The original Japanese and English-patched PC versions have clear advantages over the more recent versions that were changed in a number of ways. These changes range from re-tuned experience gains, boss health values and boss damage values to equipment pick-ups, all of which affect the speedrun.
Additionally, the original version allows you to skip all start-of-level dialogue by simply playing through the game once and starting a new game without exiting completely, as the game does not reset those particular flags on a new game.
And so, in order to make the two more recent and accessible versions viable to speedrun, I think it's only right to separate the leaderboards for the classic PC version and the modern PS4/Steam version.
Status report on Youyou Kengeki Musou: In terms of execution, there's really not much to improve on. The only way to get a better time is to get lucky with a rare, random glitch on one specific boss.
Scarlet Curiosity: There's room for small improvements in terms of executing some tricks, but saving any meaningful amount of time depends entirely on lucky item drops.
