I think the idea OP is trying to get at is FSG with a seed bank of every 12-eye seed (including non-randomly generatable ones). This would be around 10 million seeds and you could play "RSG" Peaceful with them. The issue is you wouldn't be able to find the strongholds... you'd have to find an ocean-exposed stronghold and hope it's the one out of the first ring that's filled in. RSG Peaceful 1.9+ just isn't possible without a potential future update.
@jap_a No, you cannot change the eye of ender texture in any way, nor are you allowed to change the texture of any other block or item.
Special resource packs, especially ones which simplify block models, can reduce lag. However, any changes that could have this effect are not allowed for Minecraft speedrunning.
As of the new resource pack rules on 2 April 2023, the only allowed in-game changes that are relevant for 1.16 are:
- The text of the end poem.
- The ender dragon death sound.
- The dragon and wither boss bar names.
- The colour scheme of the inventory background, provided that it isn't transparent, and changed only to another solid colour or a gradient (i.e., no images).
None of these will have any effect on lag.
Aconnox is incorrect. You are allowed to rebind F3 with an autohotkey macro or a gaming mouse software. However, there are no allowed mods that do this. First install autohotkey and then create a notepad document with the following:

Rename the file with the .ahk file extension (macro.ahk for example) and now when you run it your computer should press F3 when you press H. Replace H with whatever key you want from this list https://www.autohotkey.com/docs/v1/KeyList.htm If you rebind it to a letter make sure it's lowercase, otherwise you'll have to press shift every time.
The rules governing keybinds are that "each game input may have only one key, and each key may cause only one game input" and that "F3 shortcuts (such as F3+C, shift+F3, etc.) can't be bound to a single button." The last line of the above macro rebinds the F3 key to nothing to avoid breaking the "each game input may only have one key" rule, since otherwise you could open the debug menu with both F3 or H.
The rules are very clear about what to remove and to what level. I suggest you read them in full before attempting a run.

You only have to mine to the top level of bedrock in the overworld. That means that the stone generating in between bedrock does not need to be removed because it would be impossible to guarantee that you got every block. For the rest of the chunk, only air is allowed, meaning that no liquids can pour into the chunk. Note that the chunk does not need to align to chunk borders and simply needs to be a 16×16 region.
Speedrun.com site rules (https://www.speedrun.com/knowledgebase/moderation-rules) state that "a minimum effort requirement is reasonable" and "runs that are clearly not making an effort to beat the game's category quickly may be rejected." While there is no hard limit on the length of a Minecraft speedrun, verifiers reserve the right to reject slowruns. I would not waste your time or theirs on such pursuits.
There are no speedrun practice servers. This is mostly a singleplayer speedgame that is practiced offline on singleplayer worlds.
