Since we've had the Kenya update let me add some info here that I use.
Firstly regarding Murtags post, its super useful. I just want to add that Norway has a lot of 2 min tracks which give it its low average but Finland has 2 tracks that are around 1:30 so with good rng Finland is the fastest region. Norway has 1 track you want to avoid and Finland has 2.
Now some stand out tracks
Sardinia - San Gavino Monreal - 1:40 (gr.2) Germany - Hockweiler - 2:10 (gr.2) Kenya - Lake Nakuru - 1:40 (gr.2)
If you are in a rally with only 3 stages and you get one of these twice it could be way faster then reseting for a better region.
Kenya, without the the special case above, averages at 3:15 (my gr.3 times averaged)
Not sure if you are still working on it but there are still some Rain reverse stages missing for single lvls.

The rules were made before most runners got here to agree on anything. We have a thread on when timing should start/stop now. And yes reset you career as many times as you need. No one's gonna force you to play 30 mins of a dead run.
As for the order I don't see why going out of order would be forbidden but I believe going in order is the fastest for the menus. Only reason I could see for this is to manip rng for a round with more stages in it and I'm fine with this.
So I was getting ready to do some career runs and normally I go through and reset progress for each year so its not in the way during a speed run. Well the other day I saw the "reset career progress" in the options menu thinking it would do this task for me.
Well it does. . . . but it also relocks every category in the process meaning you are forced to play through from group 2 again if you wanted to say . . . do runs in group s >:(
Hey I meant to post this the other day but for the rain stages you only have it posted for 1 direction. If we are only gonna run one category for rain that's fine but we need to notify people before they start running the wrong way....

First off let me just say hello to everyone. This will be my first post ever on this site and Im excited to start this journey.
Yesterday I set a #1 time on a rain stage and it sent me here wondering what had been set up for this game as a speed community.
The idea I had before coming over here for a category was to set up a custom rally with every forward stage from one region (perhaps a separate for all reverse).
To my knowledge stages are chosen at random in career mode. The format I mentioned before would eliminate this random element.
My rules for this category would be as followed: -set up a custom rally with one of every forward stage from one region -AI on easy (they don't matter :p) -Weather set to afternoon -runs timed by total rally time at the end of all tracks
Obviously these are just suggestions and id love to hear your opinions.
P.S. when you get those single rain times set up let me know cuz I got one hell of a time share with you.
