This is a very vague and broad question, we need more information on what exactly you need help with.
Are you having difficulty submitting a run to an LB on the site? Are you looking for more information on what equipment and software you need to run record runs? Are you looking for game recommendations for some new games to run?

Yeah probably not a good idea to recommend using software you didn't pay for (it's actually against the site rules).
Most people who aren't familiar with the site and how it's laid out end up on these mains forums as well, so it's not an uncommon thing. The site could definitely do better with a user guide or something along those lines to instruct new users how the site works and is laid out, but for now, most people who use these general forums just redirect users with questions to the appropriate place.

Every game has it's own forums (like the one @Pear posted above), and some games have things like discord servers where you can discuss topics with them as well. All game specific questions should go to those places, because the other runners of the game are much better equipped to help than us regular users are.
@ckellyedits That was added as a result of a site wide bug that prevented newly approved runs by mods of an LB from actually showing on the LB immediately (yet another bug I'd love an update on from Elo on whether or not it's actually fixed!!!) so that text was added and the Users page was turned off to try and help with it. Although I will agree that including the word "submitted" in there seems quite misleading, that seems like it should be removed since most LBs require some form of verification so "submitted" doesn't make much sense to be there.
Yes there will be a discrepancy - it'll look like you're starting and stopping the timer earlier than you actually are by whatever the amount of your capture delay is. If your follow up question is going to be whether or not it matters, then the answer is "no, it doesn't". Splits are for the benefit of viewers and yourself to know your pace, they really have no bearing on submissions (unless splits are required, usually in the case of PC games with autosplitters enabled). Even if you did find a game that required splits, it's not like your time would be inaccurate or anything because starting/stopping "early" (at least based on the video feed) would still net out to the same length of time; if your run takes 30 minutes, it'll still be 30 minutes in length, regardless of any delay on the capture card.
If you have another question along the lines of "why is there a delay", that's probably because of whatever hardware you're using to split the signal out of the Genesis. Powered splitters tend to be best because they split the signal and don't add any latency to the split nor do they degrade the quality in any way (as long as it's a good quality splitter). Any lesser quality powered splitter or any non-powered splitters like the "y" cables - also known as 1 female, 2 male cables - will usually add a little delay to the splits. So, if you're seeing a delay, it's probably cause by whatever you're using as a splitter.
Any discussion/question/ideas related to a game need to go to the game's community through their forums or other places of community gathering for the game.
Help you with what? If the rules for a game say you need video proof then you need to get video proof. If you’re unsure what proof requirements a game has, check out the rules on the LB for the game or ask the moderators/community (although most of the time you’ll find you need video).

@Merl_ For what it’s worth (and not to derail the subject of this thread/discussion lol), my notification settings are unchanged from when I set them over 6 years ago when I joined. Granted I haven’t submitted any runs for a while so I can’t comment on those notifications, but I definitely haven’t received any for likes on a forum post in 2-3 weeks as an example. If I need to like disable and re-enable my settings I’d gladly do that if it restored my notifications to coming through on the site.

One of the main issues constantly echoed on the site under the old ownership was a lack of transparency about the status of bugs and features. As a user, it can be upsetting to be told to post feedback or bugs and then never see those bugs or that feedback acknowledged in the slightest. That upsetting feeling is compounded when, instead of addressing any of those features/bugs, completely separate updates come out that have nothing to do with what most users are asking for (this is made worse when that update seems to be rather panned by at least the users vocal enough to use these forums). It's great that Elo looks at and takes note of the feedback and bugs, but that doesn't change the fact that to most users, those threads seem like black holes where their posts are never acknowledged or mentioned ever again. What you just posted is the same thing people have been hearing on this site for years - "Your feedback and bugs have been noted and people are working on them in the background, we'll have an update soon on them". The problem is that, over the years, that sentence hasn't actually led to any meaningful change on a majority of those issues. No updates are never given, and very few features/bugs are actually fixed unless they are huge.
Granted, the previous site was run by volunteers so it's completely understandable that features weren't released as quickly as possible, and it's also understandable that Elo is doing their best coming into this site after the acquisition and all of the challenges I'm sure they're facing with doing new development on it. The work of everyone is always appreciated, but my complaint, which is probably shared by others, are about the impression being given off on the site right now. That impression is not good. Elo has been extremely silent since their acquisition of the site, posting very little information about anything (although that news bulletin from last month outlining some future plans was a nice step forward) and their staff are virtually nonexistent on the forums or the site in general. Most of the time, we just get little tidbits of information from site mods as go between. This practical non-existence with the user base, general lack of updates on bugs (it's pretty wild that we still have an issue with notifications, I haven't seen one in over 2 weeks), all while adding lots of new features nobody has ever asked for, is a pretty terrible impression for a new company taking over a site with such a large user base.
I'm glad they have taken notice of those bugs and feature requests, and I'm glad they are working on it, but I really wish we could just hear any kind of update on them. Something like a road map that outlines what feature requests and bug fixes are in the pipeline would open up a world of good. Dealing with a website with a ton of users is always a challenge, but speaking from personal experience, users like to know what is going on and what is being worked on/slated for release. Without conveying that to your users, they tend to get very frustrated when instead of seeing new features desperately needed, they instead see opinion oriented blog posts as an example. It gives off the impression that that is what Elo has been focusing on, rather than focusing on anything else. This is where the transparency and desire to have more information from Elo would do a world of good to assuring people that their issues and requests are actually being heard and worked on (heck, even incremental bug fix releases like once every 2 weeks would do a world of good, even if it literally fixed only a few bugs).
As a final note, I'm not upset with you in particular @DarQ_Massacres, nor am I taking out my frustration on you. After all, you're not on Elo's staff and it's appreciated all of the work the Content/Full Mods do with limited staff. I just felt like it opened a good direction to kind of talk about some of the complaints I have right now, since it's all kind of related to updates like the one that was just rolled out.
Yes but why are you talking about a DS when OP has and is asking about a 3DS? Capture boards for a DS and a 3DS are different, so it’s probably best not to confuse anyone by talking about a different console.
The font is horrendous, auto-playing videos/streams is like an internet taboo at this point (not to mention it appears to ignore the user setting to disable it), yeah, not a fan at all. I have the forums bookmarked so I don't have to see the front page. The new "News" page is also awful. The white font is nearly impossible to read on any background with a light color palette. Definitely some questionable choices on both of these screens.
I thought a 3DS didn't have the GBA slot on it like an original DS did. I could be thinking of something else though, or like a specific type of 3DS.
A 3DS will need a capture board installed onto the console, and a GBA can be captured with a GameBoy Player attachment for a GameCube. Then you can build a setup with a capture card and software like OBS. Without either of those, your only option is to record the screens of the consoles with your phone, and edit in a timer in post with video editing software and timer software like LiveSplit.
I would read the pinned thread in this very forum to learn about setting up a proper speedrun setup. I would highly advise against submitting runs until you can properly time them and have a proper setup - just submitting runs like that might cause the mods to assume you're spamming runs if they aren't actually PBs.
