The answer is almost always no with regard to any DLC, for practically every speedrun, unless they specifically have some kind of DLC category posted. There usually isn't enough interest to maintain separate boards. I have ran the NG+ category for Soul Hackers 2, and while I haven't been on the discord in awhile which is typically the best place to ask these kinds of questions. I highly doubt that the mods have changed their stance on such a thing given this games niche interest. ChampionBeef was the mod the last time I was in there, and hes a very nice person. So I would start there if you want a new category opened.
To my knowledge it would void the run, so the moderator may have failed to notice it / the runner may have forgotten, or the rules could have changed due to it not being relevant for that category.

I would inquire about it there under the Soul Hackers 2 Topic. If it was an unofficial run that you saw on YouTube that wasn't posted on Speedrun.com boards that could be why you saw a DLC demon.
If you saw it in the official leaderboards on Speedrun.com you should let the moderator know which run it is so they can double check it. Anyhow the DLC demons, which I assume are not allowed are as follows:
