Lost 1 sec in WW and 2-3 secs in SS. I'll admit it, my routing for SS with Tails was rushed, that's why I lost so much time there. But I'm not a Tails expert, so... yeah :p
I believe the 3:0x is possible, but I'll let others get it.
UPDATE: Sonic 1 Tails submissions reopened as of patch 2.0.2
