I wanted to know if it is possible to be a top 10 runner in SMS when using the American version of the game?

I believe best split times on us is high 1:12 or low 1:13, so it is technically possible.

Yes, it's possible. NTSC-U only loses approximately 15 seconds to NTSC-J in an any% run.
