It is that dead. Heck, even DST, a much more popular version according to steam stats, gets maybe 1 run submitted every month or 2.
Hamlet also came out after it was realized that there is no way to verify runs are unseeded and did not have their code altered. So it's probable the mod just gave up and lost interest. For example, I had a run waiting to be verified for over a year (2018 September until around 2019 December). The mod never verified it, eventually the admins of the site just made me a mod of the DST board. I've done what I could to fix up that game, but there's really not much interest in it due to a combination of how much luck is required and how trivial it is for anyone to cheat.

No interest since the game is mostly dead. A category like this would also be a huge crap shoot in single player as most bosses only have a 66% chance to spawn and there is nothing the player can do to impact that (unless they cheat and very easily edit the completely open code).
But hey, feel free to do any runs you want including an all bosses all dlc run. You don't need an "official" board to have fun in a good game.
