Another Big Rule Change

After a lot of thinking, I decided to remove a huge rule.. ..atleast for most people
I decided to remove the rule of showing FPS UNLESS it is a top 3 Run.
Meaning if you got WR, second place or third you still need to show your FPS unless you are a mobile user.
