and when this DLC was released I said it wouldnt be a good speed run category... just need to discuss timing and what would be fair. Main game is from the menu, but Cold Darkness is after loading in and reloading checkpoint. I think since this category has an equally as long loading in, we may want to do something similar here. Im open to other ideas of course

Hmm, I'm not sure of the sub-category timing convention. I just checked out the console main game runs, and saw that they start from choosing New Game and count loading times and went with it.
I made the timing rule for Cold Darkness to get consoles and PC on a similar playing field and runs can be compared, somewhat. since the load in here is just as long, let's see what happens on loading last checkpoint once we load in, and if that matches the opening lines, let's go with that, and your run will still be valid, I'll just time it based on the loading ending.
PC runners, at the time being, the best idea would be to downpatch the game to b1026, as load remover and autosplitter don't work on the newest patch. Runs that don't use load remover will not be manually re-timed. You can easily do that in Steam Options by right clicking on the game in the Steam L
