Basically it means that you cannot use the level creator to walk through the walls (to make sure you get all 32 ice creams before the sun
The only "noclip" glitch that you can use is the one used in sage211 run. It's very difficult and only top players use it. Also there isn't a tutorial on that specific glitch used in sage's run, or at least one I know of

any other glitch banned was voted on by the community to be banned
does the noclip glitch grant you early access to planet kebabulon? if answer is yes, it is banned. (the "noclip glitch" is WTW)
