If I (while streaming ) break my PB, should I submit it? should I just upload one really good run I'm happy with every once in a while?
Is it really better if I have multiple runs on my account to establish reputation?

Honestly, it's up to you. I personally like to submit every PB so that I can easily compare the runs I did with each other (seeing what mistakes I made, what sections I did better in a particular run, etc).
It's up to you, but don't keep WRs or top 3s back just because it's kinda rude, especially for ILs
I don't think you need to submit literally EVERY PB that you get (unless you really like to see your exact progression), but rather the best one you get after you're done with your session for the day. At least that's what I tend to do.

@Oreo321 it's a technique referred to as hoarding, where you set possibly multiple records without submitting them and then submit them all at once to get yourself a lot of records.
It's usually never explicitly banned but highly frowned upon, as runners can't beat your run if they don't know what they're up against, meaning you can obtain a lot of world records with no resistance. Mario Kart 64 had an issue with something like this not long back where a runner held back multiple records on tracks set over months before releasing them all at once and becoming the 'World Champion' (having the most WR's).
Long story short: if you get a world record or high-ranking PB, just submit it as soon as you get the chance
World Champion is not just most WRs. It's a rather intricate formula that takes into account your standing on each track/category and how far off of record (or ahead of second place if you are record) you are for each track/category among other things I'm sure I'm forgetting.

Most people would advise that you always upload your PBs as for one, it lets you see your progression years later, and two, it lets other runners see if there are tricks or techniques they could use.
I personally am in the camp where I only ever upload a new PB when I am happy with it. For instance, if my record is 5:26 and I get a 5:25 but I know I am capable of a 4:59, I'll probably wait on the 4:59 and not upload the 5:25.
A lot of people on either side get angry about it but at the end of the day IT IS UP TO YOU. If you want to upload all your PBs, go ahead, nobody would (or should) complain.
I think the only "obligation" (and even then it's up to the runner) is if that 5:25 is a WR in a game other people also care about. Aside from that, who cares.
