As someone who plays on the switch, the load times are quite long, if possible I think cutting them would be a good idea. It would require people to check times manually though and considering the run is more than likely going to be ~1hr long that might take a while
The load times vary between console, and even between PCs. I've experienced this first hand by using two different PCs and a lot of the time a PC is more powerful and faster for PC. It could also vary by internet speed. A game timer could be useful if someone would make one, but that could be difficult. (I have no experience with programming and thus am unsure as to the difficulty of programming a game timer).
But having a console shouldn't mean you're not able to get an actual WR, granted it still might be possible, but if pc's allow for even 2-5% of a time-save over the entire run that's a pretty hard gap to close just with good mechanics alone. I personally, even if i was playing on pc, don't think loading times should be counted
