Considering there is 121 stars in the game. The mods would have to make and maintain 121 individual levels.

I think the actual reason we don't have individual star leaderboards is because you'd need 121 stars + 42 galaxies + 6 domes in the sidebar. It's already hard to find anything with only individual galaxies and domes...
I'd guess that, if ILs were for individual stars, it would look like SM64's ILs, where the courses/galaxies are shown on the sidebar, and the stars and galaxy RTA are shown like SM64's.
