I uploaded a background, didn't end up liking it, then wanted to check other potential backgrounds. After trying to delete it and upload another one, all it did was constantly change back to the first background I uploaded. I gave it time to update as I know it can take time but even the next morning it's still the same first background

Is this a known issue, if so how can it be fixed?

Try Ctrl+F5 to reload the game page with cleared browser cache.
