I see some world ils start from a new game and others use a completed file, so which should be used

The intent is to start with an uncompleted file, yet it wasn't stated in the rules. Fixed that now, thanks for reporting this flaw in the ruleset :).

In the first 4 worlds, there is only 1 100% run that doesn't abide by that rule. However, since it's not a #1 run by a big margin, I feel like it can be grandfathered in. If you feel different, by all means put it up for debate and we can have a community vote.
