it says that the game should be at least 5 minutes long is this necessary i would like to submit a game that is shorter ( when played well ) but i am not sure if it is okay

also it wants a page about the game it is on cool math games and there isn't a Wikipedia page on it

Based on what you've described, and without knowing more about the game, it sounds like a dime a dozen webgame that will probably get denied based on the site's rules regarding games like that.

There are some credible speedgames on coolmathgames, if I were you I would submit the request but in 'Any additional notes' do you best to sell the game. For example, describe interesting mechanics, any neat speedrunning-friendly features (like IGT), if you know of any other people running / interested in running it, mention that etc. I think site mods have said before that, whilst there are guidelines for what will be accepted, each request is judged on its own merit, so it is worth a try.

Also, if the example run you submit is less than 5 minutes, but only because the whole game can be beaten that quickly, make it clear that your run is not only a portion of the game, but the whole game.

The length rule is about the length of the game itself, not the speedrun. If it takes less than 5 minutes to complete all of a game's content casually, that game probably isn't something we wish to track. Also, 5 minutes isn't necessarily a hard line, everything is considered case-by-case.
