i dont know that much. i know that in main catagorie they use math. but i dont know if any catagories alow ntsc or pal

People use the NTSC version for 150cc runs because it's faster.

Speedrunning All Cups (No Skips) on a EURO / PAL Wii U VC, I also read on reddit.com or mariokart64.com that there are differences between PAL and NTSC timings. Yes, the Wii U VC release of the game is just the US version even in Europe.
