TAS is not allowed, no. Some games have categories specially assigned for TAS but it's not something worth tracking. The point of TAS isn't to be competitive, which is what leaderboards are designed for, and it's definitely not something we would encourage any boards to bother tracking.

In terms of submitting TAS to RTA categories/boards, definitely no, and it's grounds for a ban if done underhandedly.
