yes, there is a patch for russian version, but as far as I remember it's not 100% compatible and the organizers decided to work with English version only

Yeah in the official rules:

We will only allow runs on the current patch of the game. We are aware there are different versions of the game, so we are only allowing the English copy of the game that can be found on Steam. On Steam, App ID 12390, Build ID: 252046.
